Second public consultation on guidelines for effective secondary use of health data across Europe concludes
Between 30 September and 30 November 2025, TEHDAS2 invited stakeholders from across Europe to provide feedback on eleven draft guidelines and technical specifications that will shape the implementation of the European Health Data Space (EHDS). The consultation period has now closed, with all feedback gathered for review.
Diverse input from across the stakeholder groups
The public consultation attracted valuable contributions from a wide range of stakeholders. Participants offered constructive feedback and suggestions for revisions, helping ensure that the final outputs will reflect the needs and perspectives of all involved groups.
The TEHDAS2 team expresses gratitude to everyone who participated. Every submission will be reviewed and considered during the revision process.
Next steps
The authors of the draft documents will now continue their work, integrating the feedback into revised guidelines and technical specifications, and summarising the main feedback in the annex of the final deliverables. The final versions are scheduled for publication in the first half of 2026.
Building on previous engagement
This marks the second public consultation organised by TEHDAS2. The first consultation took place in early 2025, and the final deliverables are now available at the Results page on tehdas.eu.
By facilitating open dialogue with stakeholders, TEHDAS2 aims to support the harmonised implementation of the EHDS regulation and ensure that health data can be securely reused for research, innovation, and better care.
