Final TEHDAS2 public consultation helps shape practical guidance for EHDS implementation

More than 500 responses received through the third and final TEHDAS2 public consultation will help refine guidelines supporting the implementation of the European Health Data Space (EHDS) for the secondary use of health data.

During the consultation, stakeholders reviewed seven draft guidelines covering topics central to implementing the EHDS: collaboration frameworks, international data access, data linkage, data enrichment, informing citizens and the handling of research outcomes. The consultation ran from 5 May to 29 June 2026.

Broad participation across countries and stakeholder groups

The surveys received stakeholder input from 13 to 19 European countries, as well as from international organisations.

Many responses reflected the views of more than one organisation: 143 respondents reported that they provided feedback on behalf of multiple organisations, extending the consultation’s reach beyond the 500 individual responses.

International organisations were actively represented among respondents, and interest groups ranked among the three largest respondent categories alongside public, academic and private organisations.

Many respondents supplemented their survey responses with detailed written comments, providing additional input on the draft guidance.

Feedback to inform final guidelines

The authors will review the feedback and revise the documents before their publication in autumn 2026. The final documents will include an annex summarising the feedback received and explaining how the authors addressed it. The guidelines will be published on the results page of the tehdas.eu website, which already includes deliverables from the previous two public consultation rounds.

The guidelines aim to support health data users, health data holders and health data access bodies preparing for the EHDS. By commenting on the draft documents before publication, respondents help ensure that the final guidance reflects practical needs and experiences of various stakeholder groups.
