Public consultation on first TEHDAS2 guidelines has concluded

Nearly 350 responses will help shape key guidelines for the secondary use of health data under the European Health Data Space. 

The public consultation on the first four TEHDAS2 guidelines and technical specifications for cross-border health data use has come to a close. 

“We greatly appreciate the time and effort of everyone who took part in this process,” said TEHDAS2 Project Co-ordinator Markus Kalliola. 

“With a tight implementation timeline ahead, this valuable feedback will help TEHDAS2 develop clear, practical guidelines and technical specifications, making it easier for stakeholders to fulfil their future responsibilities under the EHDS.”

Broad and diverse participation 

Over the 30-day consultation period, which ended on 28 February 2025, nearly 350 responses were collected through a comprehensive online survey. In addition to responding to pre-defined questions, participants submitted close to 300 open comments via the survey, reflecting a wide range of perspectives. 

Contributions came from across the EU, as well as from the European Economic Area (EEA), non-EEA European nations and European organisations. Most responses were from public and private institutions as well as academic and research organisations. Additionally, individual citizens, NGOs, patient representatives and interest groups provided input for all guidelines. 

Great work, but room for improvement remains 

The documents received an average quality rating between 2.5 and 2.9 on a 4-point scale. Their clarity scored slightly higher, ranging from 2.8 to 3. However, their practicality for implementation received lower ratings, averaging between 2 and 2.5. In finalising the documents, the TEHDAS2 teams will focus on improving the overall maturity of the documents and ensuring they are easier to implement. 

What’s next? 

The feedback gathered, particularly from the open-ended survey responses, will guide the finalisation process, with completion targeted for summer 2025.  

Two additional public consultations are planned within TEHDAS2: the second in September 2025, covering ten documents, and the third in May 2026, featuring six more. More details on these consultations are available on the Public Consultations page

Once finalised, all TEHDAS2 guidelines and technical specifications will support member states in implementing the EHDS and help the European Commission draft implementing acts that outline detailed rules and specifications for putting the regulation into practice.
