TEHDAS’ analysis on EHDS technical infrastructure

The European health data space should facilitate the efficient use of health data across the EU while ensuring a high-level of personal data protection. TEHDAS has analysed the technical requirements needed to do this.

The new report of the joint action Towards the European Health Data Space (TEHDAS) examines the technical requirements described in the European Commission’s proposal on the European health data space (EHDS). The report contains initial analysis on how to develop these requirements to facilitate the use of health data for secondary purposes, such as research, policymaking and innovation.

The report addresses several articles of the EHDS proposal and provides an analysis and detailed discussion on further development. TEHDAS scrutinises the secure processing environments currently used in Europe. Based on this analysis, it makes preliminary proposals on the required functionalities of secure processing environments (article 50) in EHDS to ensure the secure processing of people’s data. The report points out that when further guidance is needed, existing guidelines such as ISO standards are to be used instead of developing new ones.

TEHDAS released the first overall architecture and technical services of the EHDS in support of the European Commission’s EHDS proposal. Once the proposal was published, TEHDAS’ focus shifted to the implementation on the HealthData@EU infrastructure described in the proposal. In this report TEHDAS’ initial work is analysed in light of the articles in the EHDS proposal.

TEHDAS will issue final recommendations on the EHDS technical infrastructure in spring 2023.
